Srinagar, Jul 05: The Ministry of Minority Affairs (MoMA) has invited applications from firms intending to operate as Haj Tour Operators (HTOs) for Haj 2027, with a notice issued for the registration of Combined Haj Group Organisers (CHGOs) and allocation of Haj quota for the upcoming pilgrimage.
According to the notice issued by the Haj Division of the Ministry, interested firms are required to submit their applications online through the Haj Group Organiser (HGO) portal. The selected firms will subsequently be required to form Combined Haj Group Organisers (CHGOs) comprising multiple Haj Group Organisers (HGOs), with each CHGO representing a minimum of 2,000 pilgrims, in accordance with requirements prescribed by the Kingdom of Saudi Arabia (KSA).
The schedule notified by the Ministry includes: online application process begins July 3, 2026, at 7:00 PM; last date for online submission July 18, 2026, at 5:00 PM; and last date for submission of printed acknowledgement and payment documents July 20, 2026, at 5:00 PM.
The Ministry said applications, along with required documents and information, must be submitted online through the HGO portal at https://pto.haj.gov.in/ within the stipulated timeline. Applicants have been advised to ensure that all uploaded documents are clearly legible and comply with specifications mentioned on the portal, warning that incomplete or non-compliant applications are liable to be rejected.
Besides the online application, applicants have also been asked to submit a printed copy of the signed acknowledgement, along with the physical copy of the application fee payment receipt and security deposit receipt, to the Under Secretary, Haj Division, Ministry of Minority Affairs, 6th Floor, MTNL Building, Lodhi Road, New Delhi-110003.
The Ministry further said that willing tour operators must first register themselves by creating a Login ID and Password on the HGO portal. It advised applicants to carefully refer to the HGO Policy for Haj 2027, which contains detailed terms, conditions, registration requirements, and the list of mandatory documents.
The registration process is part of the Centre's preparations for Haj 2027 and aims to facilitate the selection and allocation of quota to eligible private Haj tour operators in line with Saudi Arabia's regulatory framework.
